India has expressed concerns over terrorism, which UN Secretary-General António Guterres has deemed “unjustifiable” and emphasized the need for the international system to seriously combat it.

The need for cooperation with member states in the fight against terrorism Guterres also emphasized that the process of blacklisting terrorists should not be based on political considerations but on solid technical expertise.
He suggested that a committee of experts within the Security Council be established to identify terrorists and impose corresponding sanctions. Despite China’s blocking of proposals to designate Pakistan-based terrorists, the UN remains committed to addressing terrorism as a global phenomenon.
