
Ukraine is advancing its efforts to modernize its air force through enhanced collaboration with Sweden, following a high-level meeting between Ukrainian defense officials and representatives from Swedish aerospace firm SAAB.
The Ukrainian Ministry of Defense reported that Deputy Minister for Aviation Development, Oleksandr Kozenko, met with a Swedish delegation led by Thomas Linden, head of SAAB’s Ukraine division. The discussions centered on strengthening the Ukrainian Air Force’s operational readiness through joint modernization initiatives and potential future aircraft procurement.
Kozenko expressed gratitude for Sweden’s continued support, stating, “We are grateful to the Swedish side for its unwavering support of Ukraine in the struggle for independence, sovereignty, and territorial integrity.”
A significant focus of the meeting was the modernization of Ukraine’s Soviet-era aircraft fleet. Officials explored the integration of modern Swedish avionics, including advanced radars, electronic warfare systems, and self-protection suites, to enhance the survivability and effectiveness of Ukrainian aircraft in combat conditions.
Kozenko highlighted the mutual benefits of the collaboration, noting that while Ukraine would enhance its aircraft capabilities, Sweden would gain valuable insights from the combat experience of Ukrainian pilots.
The two sides also reviewed the possibility of transferring Swedish-manufactured aircraft to Ukraine. While no formal agreement was announced, discussions included the current state of agreements and potential steps following a favorable political decision regarding the supply of new air platforms.
Both parties agreed to continue active consultations and technical discussions aimed at implementing the outcomes of the meeting.
Sweden has been a steadfast supporter of Ukraine since the onset of Russia’s full-scale invasion in February 2022. In May 2024, Sweden announced its largest military aid package to Ukraine to date, totaling SEK 13.3 billion (approximately $1.3 billion). This package includes the provision of two ASC 890 airborne surveillance and control aircraft, artillery ammunition, and armored tracked personnel carriers.
The ASC 890 aircraft, equipped with advanced radar systems, will significantly enhance Ukraine’s air defense capabilities by providing comprehensive surveillance of both airborne and maritime targets. These aircraft are expected to improve Ukraine’s ability to detect and engage long-range threats.
While Sweden has not yet transferred its JAS 39 Gripen fighter jets to Ukraine, discussions continue regarding the integration of such platforms. Swedish Foreign Minister Tobias Billström indicated that Sweden is open to providing Gripen jets to Ukraine in the future, once Ukraine completes its F-16 program and is ready to manage multiple advanced aircraft systems.
In the meantime, Ukrainian pilots have undergone orientation training on the JAS 39 Gripen, familiarizing themselves with the aircraft’s capabilities and operational procedures.
SAAB has expressed interest in establishing production facilities in Ukraine to support the country’s defense industry. Discussions are ongoing with local firms to explore potential collaborations in areas such as drone technology and sensor development. This move aims to bolster Ukraine’s defense capabilities and promote self-reliance in military equipment production.
As Ukraine continues to face significant challenges in its defense against Russian aggression, the deepening cooperation with Sweden represents a strategic effort to enhance its air force capabilities and overall military readiness.
